The Manner of Execution of Subsidy Programme :

1. Financial assistance is provided to poor and needy patients to undergo major surgery etc. out of Governor's Welfare Fund.
   The following documents are needed for financial assistance alongwith application:
   1. OPD Ticket
   2. Estimate from concern hospital
   3. Income Certificate
   If the applications are forwarded by the MIC, then it has not needed any enquiry otherwise it will be enquired by the concerned District Magistrate/ Joint Commissioner (of KMC).
2. Discretionary grants are sanctioned to deserving non-Governmental organizations doing social welfare works for the under-privileged.

A lump amount of money is sanctioned in every year as grant out of the Governor's Discretionary Grants in favour of non-official, non-political and non-religious organizations working for the welfare of the people in different aspects. The grants are sanctioned to the organizations with which the Governor is connected honorably and the organizations apply through the District Magistrate and the Director of Social Welfare in prescribed format. Grants made from this fund are governed by the following conditions:-
1. No expenditure is incurred from this appropriation which is beyond the powers of the State Government.
2. No grant is made in the nature of purely personal or charitable payments to individuals as distinct from grants to charitable societies or organizations.
3. No grant is made for purposes of a religious nature exclusively for the benefit of any particular religion or sect.
4. No grant is expressed in the form of a recurring commitment.
5. No grant is made to supplement the appropriation for contract contingencies or for the employment of temporary staff.
6. All expenditure from this appropriation is subject to audit.

The condition laid down in sub-para(b) above may be relaxed by the Governor in his or her discretion in special circumstances.
