Procedure for decision making : Governor being the constitutional head of the State, acts on the aid and advice of the Council of Ministers. Having regard to the provisions of West Bengal Rules of Business, all matters which require the approval of the Governor are processed in the Departments concerned of the West Bengal Government Secretariat. Proposals which are submitted by the Government are examined in the Governor's Secretariat and after ensuring the correctness and completeness of the proposals, the Additional Chief Secretary to the Governor submits the files to the Governor for his consideration and orders. In respect of matters related to universities, the proposals are directly submitted by the Secretary to the Chancellor who happens to be the Principal Secretary of the Higher Education Department to the Governor for his orders. All general petitions received either in person or through post are brought to the notice of the Governor and his orders are obtained on such petitions. Wherever necessary, follow up action on such petitions are carried out by the Governor's Secretariat. Wherever considered necessary, Governor's advice and directions are communicated to the Government in terms of the constitutional provision as well as specific provisions under the law. |
